You can use a 3rd-party frame limiter, MangoHUD on Linux or SpecialK on Windows, and set the limit about 10 extra frames above your monitor's refresh rate (my monitor is 60 and I set it to 70). Now, I can't say I've noticed any significant improvement between this and fullscreen, but traditionally speaking it's probably a good idea to use this. If anybody can try them out and share the outcome with us I'm sure it would be appreciated. I haven't tried them on a laptop or integrated card and I can only make guesses at how that would work. Please note that these settings were tweaked on a dedicated graphics card. You can of course increase the settings above what I list below, this is just a baseline. What I have here is a customized selection of settings that's "good enough" in visual quality but doesn't sacrifice performance to it.
